Case Summary

More than two decades ago, Zhan made a mistake. While running a small export business to support her grassroots activities, she shipped an obsolete dual-use computer chip to China, unaware that it required an export license. Zhan accepted full responsibility, served her sentence (including over three years of incarceration), and fulfilled every obligation to the government. The U.S. Attorney acknowledged her substantial cooperation in related investigations. Wrongfully detained by the Chinese government and rescued by the United States, Zhan devoted her life to the country that gave her freedom, her faith, and the ideals of democracy. Together with her husband, she has raised three proud American children, two of whom are now serving in the U.S. military. Zhan, her husband, and her three children are pictured above, but her children's faces are redacted for their privacy (and for two of her children, because of their active military service).
